Every subject in the incident — suspect, hostage, or unknown — gets a dedicated record in DuckDB. Records capture known name/alias, description, last known location, armed status, explosive hazard flags, and a composite threat level (1–5). Changes to any record are broadcast as CoT events so the entire net has the current picture.
Negotiators are working a barricaded subject holding two hostages. The Crisis Negotiator enters the subject into Subject Intel: armed status CONFIRMED, threat level 4, explosive hazard UNKNOWN. Both hostages are logged as separate records with HOSTAGE role. As negotiators receive new information — subject moves to the back bedroom, a hostage is released — the AI agent updates records in real time, keeping the tactical picture current for the entry team staging at the perimeter.
Every piece of intelligence about a subject is time-stamped and linked to their record in an immutable observation log. Observations include source (negotiator, perimeter surveillance, aerial platform), content, and observer callsign. The AI agent can scan the observation log and surface patterns: “Summarize all observations about the subject in the last 30 minutes.”

The agent can synthesize multiple observations into a threat assessment summary, or compare the current subject profile against previous incident patterns stored in DuckDB.
Five minutes before the tactical team executes, the team leader requests an AI-generated subject brief: “Give me a briefing on the subject.” The agent pulls the full subject record — armed status, last known location, threat level, all recent observations — and formats it as a concise verbal brief ready for transmission on the tactical net.
